If the higher unemployment rate is entirely down to cyclical factors, the point will be an extension of the given Beveridge Curve, at nearly 10% according to the article. More unemployment will correspond to a lower vacancy rate.
If the rise in unemployment is also structural, the curve will shift outward. The point will still be at nearly 10% unemployment, but the vacancy rate will now be higher as there are a number of job openings that cannot be filled due to a mismatch of skills.
