 Volkswirtschaftslehre 2014 Evidence (41) for Questions 2.1 and 2.2.2
A
Cyclical or Structural Unemployment in the US?
Economists distinguish different types of unemployment. In 2010, the rate of unemployment in the US stagnated at near ten per cent. The debate is between those who claim the US unemployment problem is mainly cyclical and those who say it is structural, the latter – a much more sceptical view – claiming that many jobs that got lost during recession are gone forever. Even a reinvigorated economy will not bring them back.
The structural argument fits into the current zeitgeist where there is constant talk about how the world of work is about to change mainly due to technological innovation. However, an analysis of the US Beveridge Curve (2001–2009) does not mirror the structural argument. Hence government action at least needs to take both arguments into account.
